A Home Language Survey is completed by the parent/guardian as part of the student enrollment process at York Suburban School District. If the parent indicates a language other than English is spoken by the student or used in the home, the appropriate personnel will be notified to follow up. This student will be placed on the PHLOTE (Primary Home Language Other Than English) list.
A student on the PHLOTE list will be screened and assessed for designation as an English Learner using the Home Language Survey and English student identification procedure. The procedure can include a review of the Home Language Survey, a family interview, a review of records, and a screener (The W-APT).
Parents will be notified in writing of the student’s initial enrollment in the Language Instruction Educational Program (LIEP) and if the student is reclassified in the program.
