    1. General Business – Mr. Posenau, Board President
      1. Mr. Posenau called the meeting to order with the Pledge of Allegiance to the Flag.
      2. Board Members’ Roll Call
        1. Present: Ellen Freireich, John Posenau, Richard Robinson, James Sanders, Steve Scalet, Lois Ann Schroeder, Joel Sears, Steven Sullivan
        2. Absent: Michael Thoman
      3. An opportunity was provided for public comments.
        1. Quentin Gee (573 S. Yale Street) provided thoughts about bullying and mental health.
      4. The minutes of August 23, 2021, were approved.
    2. Board President’s Report – Mr. Posenau
      1. No report was provided.
    3. Superintendent’s Report – Dr. Williams
      1. Mr. Girling provided a report about air quality in the District’s buildings.
      2. Mrs. Campbell provided a report about contact tracing and quarantine protocol updates.
      3. Dr. Krauser provided a status report about the Future-Focused Planning initiative.
      4. Reports from Administrators
        1. Ms. Bedell provided a report about events at the middle school.
        2. Dr. Gulley shared information about the teacher collaboration meetings, coaching model, and general happenings at Indian Rock Elementary School.
    4. Business Office Report – Mrs. Ciaciulli
      1. The Board approved the following items.
        1. The Board unanimously approved the 2022-23 budget timeline. (1st – Sears, 2nd – Schroeder)
        2. The Board unanimously approved the settlement of the tax assessment appeal litigation (case #20198-SU-003258) for tax parcel 48-000-01-0010.00-00000, 601-629 Loucks Mill Road, Spring Garden Township, York County, PA, owned by Kinsley Loucks Mill Road, LP, for a total assessed value of $1,600,000 for tax years 2020 through 2021. (1st – Robinson, 2nd – Sullivan)
        3. The Board unanimously approved the agreement and addendum with the Giant Company to administer flu shots to York Suburban employees. (1st – Schroeder, 2nd – Robinson)
        4. The Board unanimously approved the special educational services contract with Dallastown Area School District for the 2021-22 school year. Dallastown Area SD will provide York Suburban SD with one (1) autistic support seat at a total cost of $24,585. (1st – Robinson, 2nd – Freireich)
        5. The Board unanimously approved the special educational services contract with Spring Grove Area School District for the 2021-22 school year. York Suburban SD will provide Spring Grove ASD with one (1) autistic support seat at a total cost of $19,499.19. (1st – Freireich, 2nd – Robinson)
        6. The Board unanimously approved the agreement between York Suburban School District and Specialized Education of Pennsylvania, Inc. for specialized educational services at High Road School of York for the 2021-22 school year in the amount of $29,700.00. (1st – Schroeder, 2nd – Freireich)
        7. The Board unanimously approved the memorandum of understanding with York Country Day to provide nursing services for the 2021-22 school year. (1st – Schroeder, 2nd – Robinson)
        8. The Board unanimously approved the Memorandum of Agreement with Family First effective August 1, 2021, through June 1, 2022, to provide state-mandated dental screenings for grades Kindergarten, Third, and Seventh at a cost of $375.00 per session. Services will also include preventative dental services for all grades at no cost to the district. (1st – Freireich, 2nd – Robinson)
      2. The following items were presented to the Board for approval on September 27, 2021.
        1. The Administration recommends the Board authorize the business office to solicit and advertise for a request for proposals for pupil transportation services. 
        2. The Administration recommends the Board authorize the business office to solicit and advertise for a request for proposals for local audit services 
        3. The Administration recommends Board approval of the three-year maintenance agreement with Johnson Controls Fire Protection LP beginning July 8, 2021, through June 30, 2024, for fire alarm enhanced testing, inspection, and monitoring, at an annual cost of $46,560.00.  
        4. The Administration recommends the Board approve the 2021-22 fair share agreement with the Lincoln Intermediate Unit for educational services for students placed in LIU classes located in district buildings. 
        5. The Administration recommends the Board approve the service agreement with Southwood Psychiatric Hospital at a rate of $90.00 per day.  
        6. The Administration recommends the Board approve the service contract with Taylor Publishing Company dba Balfour for the 2021-22 yearbooks.
        7. The Administration recommends the Board approve the service agreement with McTighe & Associates Consulting, LLC to provide up to 40 hours of virtual consultation on Understanding by Design throughout the 2021-22 school year. 
    5. Student Board Representative Report – Neave Casey
      1. Ms. Casey shared details about the high school’s preparations for homecoming.
    6. Committee Reports
      1. Personnel Committee Report – Mr. Robinson
        1. The Board unanimously approved the following. (1st – Robinson, 2nd – Schroeder)
          1. Employment
            1. Recommend the appointment of Tara Berman as a part-time 5 hour Office Paraprofessional at East York Elementary School, effective August 27, 2021, at an hourly rate of $11.38 with benefits in accordance with the Hourly Aide Compensation Plan.
            2. Recommend the appointment of Patricia Medina as a Substitute Nurse, effective August 26, 2021, at a daily rate of $135 in accordance with the 21-22 Substitute Rates.
          2. Transfers
            1. Recommend the transfer of Karen Holland, from full-time PCA at Indian Rock Elementary to full-time PCA at York Suburban Middle School, effective August 23, 2021, with no change in rate.
          3. Terminations/Resignations/Retirements
            1. Recommend the board accept the resignation of Rachel Fry, 3rd and 4th-grade Elementary Envirothon Advisor, effective August 25, 2021. Rachel Fry will remain the 5th-grade Elementary Envirothon advisor.  
            2. Recommend the board accept the resignation of Kevin Willson, K-12 Business Department Chairperson, effective August 31, 2021.
            3. Recommend the board accept the resignation of Perry Capurro, substitute paraprofessional, effective August 26, 2021. 
            4. Recommend the board accept the retirement of Karen Campbell, Gifted Education Teacher, effective January 13, 2022.  Ms. Campbell is retiring after serving 35 years in education and 28 years at York Suburban School District. 
            5. Recommend the Board accept the resignation of Christine Forney, Guidance Teacher at Yorkshire Elementary School, effective November 6, 2021, or earlier if the position is filled.
          4. Extra-curricular Appointments
            1. Recommend the Board amend the August 9, 2021 approval to reflect the following updates.
              1. Salary correction: MS Musical Choreographer, Molly McAuliffe – $1,338.00
              2. Salary correction: MS Musical Set Design & Construction, Steven Weinrich – $1,227.00
              3. Salary correction: MS Musical Choral Director, Amy Intrieri  – $2,235.00
          5. Volunteers
            1. Recommend the approval of the following volunteers.

    7. Legislative Update – Mr. Robinson
      1. Mr. Robinson reported the following.
        1. A virtual rally is scheduled for October 14, 2021.
        2. Rep. Curt Sonney (R-Erie) is introducing legislation to ensure the accuracy of charter payments.
        3. The legislator is considering property tax reform.
        4. The legislator has returned to Harrisburg early.
    8. Lincoln Intermediate Unit Report – Mrs. Freirich
      1. The agenda, minutes, and attachments from the Board of Directors meeting on September 7, 2021, were provided.
      2. Mrs. Freirich reported that the LIU Joint Operating Authority will meet on September 14, 2021.
    9. York Adams Academy Report – Mrs. Freireich
      1. The YAA Board Brief Report of August 31, 2021, was provided.
      2. Mrs. Freireich reported that York Suburban continues to use all 15 of its seats.
    10. York Adams Tax Bureau Report – Mrs. Ciaciulli
      1. No report was provided.
    11. York County School of Technology Report – Mrs. Schroeder
      1. Mrs. Schroeder reported that the school year has gotten off to a fine start. Additionally, there is an open house scheduled for October 9, 2021, so the community can see the new gym.
    12. A list of upcoming events was provided.
    13. Mr. Posenau thanked everyone for attending the meeting.
    14. The board meeting and committee meeting schedules were provided.
    15. An opportunity was provided for public comment.
