      5. Discussion and Action on Board Minutes. Approval of the minutes of the regular monthly meeting held on October 25, 2021.  [Approval as submitted/corrected]
  2. Board President’s Report – Mr. Posenau
    1. The Board met in Executive Session on November 8, 2021, at 6 p.m. as permitted by Section 707 of the Sunshine Act for the purpose of discussing personnel and legal matters. No official action was taken.
  3. Superintendent’s Report – Dr. Williams
    1. Future-Focused Planning Presentation – Dr. Krauser
    2. The Administration recommends Board approval of the 10-day suspension and academic plan for SID# 8077670814 as set forth in the Administrative Disciplinary Hearing Agreement following a hearing conducted by Dr. Scott Krauser. The Agreement sets forth the details of the recommendation in response to the violation of the York Suburban Code of Conduct and Act 26 of the Commonwealth of PA. [Motion; Roll Call Vote]
    3. The Administration recommends Board approval of the settlement agreement between the District and the parents of a student. [Motion; Roll Call Vote]
  4. Business Office Report – Mrs. Ciaciulli
    1. The following items are recommended for approval on November 22, 2021.
      1. The Administration recommends the Board authorize the Business Office to participate in 2022-23 Intermediate Unit 12 joint purchasing consortium bids for paper, general, classroom, art, and custodial bids.  
      2. The Administration recommends the Board adopt the resolution certifying the tax rate for the 2022-2023 budget will not have a tax increase that exceeds the index of 4.0%
      3. The Administration recommends the Board approve the 2021-22 IDEA Section 619 Pass-Through Funds Agreement with Lincoln Intermediate Unit #12 for funds to support kindergarten eligible children, 5 years of age, either receiving special education services through the LEA or remaining an extra year in Early Intervention. The total revenue to the District is $7,854.00. This amount reflects an increase of $ 4,254 from the prior year. 
      4. The Administration recommends Board approval of the 2021-22 IDEA Non-Competitive Method (Sole Source) Agreement as a procurement method for services provided by the Lincoln Intermediate Unit funded by IDEA allocation. 
      5. The Administration recommends the Board approve the Master Service Agreement with Sourcewell Technology for Spring Math software effective July 1, 2022, through June 30, 2025 school year in the amount of $11,457 annually. 
      6. The Administration recommends Board approval of the Memorandum of Understanding with Allegheny Intermediate Unit for telephone voice interpretation services with TransPerfect Remote Interpreting for an annual fee of $120. Actual usage costs are at a rate not to exceed $.90 per minute for all languages. There is no change from the prior year. 
      7. The Administration recommends the Board approve the educational services agreement with Specialized Education of Pennsylvania, Inc. dba High Road School of York.  The term of this agreement is from September 27, 2021, to May 27, 2022. The rate per day is $165 for 157 days for a total of $25,905.

          1. Recommend the Board accept the retirement of Daniel Anderson, Math Teacher at York Suburban High School, effective September 30, 2022. Mr. Anderson will be retiring after serving 12 years at York Suburban School District. 
          2. Recommend the Board accept the resignation of Kenneth “Hunter” Klein, Boy’s Soccer Assistant Coach #2, effective August 13, 2021.
          3. Recommend the Board accept the resignation of Kevin Wood, Boys Basketball Coach, effective October 12, 2021.
          4. Recommend the Board accept the resignation of Craig Cunningham, HS Musical Set Design & Construction, effective October 7, 2021.

          1. Recommend the Board approve the winter coach re-appointments.
          2. Recommend the Board accept the following appointments:
            1. Steven Schmidt – Assistant Soccer Coach #2 (50%), effective August 13, 2021, with a salary of $1,051.50 representing Tier 4, Step 1 of the Extracurricular salary schedule.
            2. Michael Passariello – Assistant Soccer Coach #2 (50%), effective August 13, 2021, with a salary of $1,051.50 representing Tier 4, Step 1 of the Extracurricular salary schedule.
            3. Korbin Shearer – HS Musical Set Design & Construction (20%), effective for the 2021-22 school year, with a salary of $447 representing Tier 4, Step 4 of the Extracurricular Salary Schedule.

    I have a question about the committee meeting recordings. I see that the Personnel Committee meeting held on 10/4/21, as well as the Property & Finance Committee meetings held on 8/17/21, 10/18/21, and 11/1/21 were not recorded and therefore there is no link for public viewing (or listening). I am curious as to whether this will be the norm going forward for individual committee meetings. Thank you.

    I am writing today regarding the music department at the elementary level, specifically East York. My son was fortunate enough to receive guitar lessons from the amazing Mrs. Lauver last year, which was his 4th grade year. He loved this opportunity. My child is musically talented and does not participate in organized sporting activities. As he approached 5th grade he was excited for the option of band and/or orchestra. It has been my understanding thus far that only 4th graders were offered lessons this year and where possible fifth graders were then offered lessons if the music teachers had any spots left. My confusion and subsequent question is, how does the district justify offering lessons to 4th grade students and then not continue their 5th grade year? Allowing them to get excited and passionate about extracurricular activities then taking the opportunity away the following year is unacceptable. I am aware that Mrs. Lauver did this for my son because of her dedication to music loving children. I am also aware that she is on maternity leave, but these reasons are not justification for the district to not have an alternative plan. These reasons are also not justification for the district to disregard music lessons for 5th graders. Group band class once per cycle does not teach the children individually to improve their skills as instrument players. This is very disappointing as a parent, a YS community member and a former YS employee. The music department is being overlooked by the district. Musically inclined students should be given the same support and opportunities that athletically inclined students are given in this district. At this time they are blatantly not given the same opportunities.
