M I N U T E S

  1. General Business – Mr. Posenau, Board President
    1. Mr. Posenau called the meeting to order with the Pledge of Allegiance to the Flag.
    2. Board Members’ Roll Call
      1. Present: Ellen Freireich, John Posenau, Richard Robinson, Steven Scalet, Lois Ann Schroeder, Joel Sears, Steven Sullivan, Michael Thoman
      2. Absent: James Sanders
    3. An opportunity was provided for public comments.
      1. Two public comments were submitted electronically.
      2. Cathy Shaffer (171 Edgewood Dr) posed a question about the current quarantine process and provided information about a possible alternative.
    4. The minutes were approved for the meeting held on October 25, 2021. (1st – Posenau, 2nd – Schroeder)
  2. Board President’s Report – Mr. Posenau
    1. Mr. Posenau reported that the Board met in executive session on November 8, 2021, at 6 p.m. as permitted by Section 707 of the Sunshine Act for the purpose of discussing personnel and legal matters. No official action was taken.
  3. Superintendent’s Report – Dr. Williams
    1. Dr. Williams presented the Superintendent’s Report.
    2. Dr. Krauser and a representative of Crabtree, Rohrbaugh & Associates gave a presentation on behalf of the Future-Focused Planning Committee.
    3. The Board unanimously approved the 10-day suspension and academic plan for SID# 8077670814 as set forth in the Administrative Disciplinary Hearing Agreement following a hearing conducted by Dr. Scott Krauser. (1st – Robinson, 2nd – Freireich)
    4. The Board unanimously approved the settlement agreement between the District and the parents of a student. (1st – Robinson, 2nd – Freireich)
  4. Business Office Report – Mrs. Ciaciulli
    1. The following items were recommended for approval on November 22, 2021.
      1. The Administration recommends the Board authorize the Business Office to participate in 2022-23 Intermediate Unit 12 joint purchasing consortium bids for paper, general, classroom, art, and custodial bids.  
      2. The Administration recommends the Board adopt the resolution certifying the tax rate for the 2022-2023 budget will not have a tax increase that exceeds the index of 4.0%
      3. The Administration recommends the Board approve the 2021-22 IDEA Section 619 Pass-Through Funds Agreement with Lincoln Intermediate Unit #12 for funds to support kindergarten eligible children, 5 years of age, either receiving special education services through the LEA or remaining an extra year in Early Intervention. The total revenue to the District is $7,854.00. This amount reflects an increase of $ 4,254 from the prior year. 
      4. The Administration recommends Board approval of the 2021-22 IDEA Non-Competitive Method (Sole Source) Agreement as a procurement method for services provided by the Lincoln Intermediate Unit funded by IDEA allocation. 
      5. The Administration recommends the Board approve the Master Service Agreement with Sourcewell Technology for Spring Math software effective July 1, 2022, through June 30, 2025 school year in the amount of $11,457 annually. 
      6. The Administration recommends Board approval of the Memorandum of Understanding with Allegheny Intermediate Unit for telephone voice interpretation services with TransPerfect Remote Interpreting for an annual fee of $120. Actual usage costs are at a rate not to exceed $.90 per minute for all languages. There is no change from the prior year. 
      7. The Administration recommends the Board approve the educational services agreement with Specialized Education of Pennsylvania, Inc. dba High Road School of York.  The term of this agreement is from September 27, 2021, to May 27, 2022. The rate per day is $165 for 157 days for a total of $25,905.
    2. Informational
      1. Mrs. Freireich asked for specifics regarding a recent deed transfer. Mrs. Ciaciulli indicated that she would look into the transaction.
  5. Student Board Representative Report – Neave Casey
    1. Ms. Casey reported several YSHS achievements, including those by the punkin’ chunkin’ team, girls’ volleyball team, and boys’ cross country team. She also shared that winter sports will be starting soon, the Mini-THON event titled No-Shave November is off to a great start, and there will be a YSHS blood drive on November 24, 2021.
  6. Committee Reports
    1. Personnel Committee Report – Mr. Robinson
      1. The Board unanimously approved the following as part of a consent agenda (1st – Robinson, 2nd – Schroeder). Prior to the roll call. Mrs. Schroeder noted the positive influence Mr. Wood has on students; she will regret approving his resignation.
        1. Terminations, Resignations, and Retirements
          1. Recommend the Board accept the retirement of Daniel Anderson, Math Teacher at York Suburban High School, effective September 30, 2022. Mr. Anderson will be retiring after serving 12 years at York Suburban School District. 
          2. Recommend the Board accept the resignation of Kenneth “Hunter” Klein, Boy’s Soccer Assistant Coach #2, effective August 13, 2021.
          3. Recommend the Board accept the resignation of Kevin Wood, Boys Basketball Coach, effective October 12, 2021.
          4. Recommend the Board accept the resignation of Craig Cunningham, HS Musical Set Design & Construction, effective October 7, 2021.
        2. Extracurricular
          1. Recommend the Board approve the winter coach re-appointments.
          2. Recommend the Board accept the following appointments:
            1. Steven Schmidt – Assistant Soccer Coach #2 (50%), effective August 13, 2021, with a salary of $1,051.50 representing Tier 4, Step 1 of the Extracurricular salary schedule.
            2. Michael Passariello – Assistant Soccer Coach #2 (50%), effective August 13, 2021, with a salary of $1,051.50 representing Tier 4, Step 1 of the Extracurricular salary schedule.
            3. Korbin Shearer – HS Musical Set Design & Construction (20%), effective for the 2021-22 school year, with a salary of $447 representing Tier 4, Step 4 of the Extracurricular Salary Schedule.
        3. Volunteers
          1. Recommend the approval of the following volunteers:

        5. Substitutes 
          1. Recommend the approval of the following STS substitute teachers.

    2. Property & Finance Committee Report – Mr. Sears
      1. The minutes were presented from the meeting held on October 18, 2021.
      2. Mr. Sears provided updates about what was discussed at the meetings held on October 18, 2021, and November 1, 2021. He also shared that there was an executive session to discuss legal matters following the meeting on November 1, 2021.

  7. Legislative Update
    1. Mr. Robinson reported the following.
      1. The legislature is back in session this week, and there will be a court case about the constitutionality of Pennsylvania school funding.
      2. Dr. Williams and Mr. Robinson met with Rep. Carol Hill-Evans to discuss charter school reform and other issues. Sen. Kristin Phillips-Hill agreed to continue the discussion later this week with Dr. Sullivan and Mr. Robinson.
  8. Lincoln Intermediate Unit Report – Mrs. Freirich
    1. The highlights were presented from the LIU’s board meeting on November 2, 2021.
    2. LIU Joint Operating Authority Report
      1. No report was provided.
  9. York Adams Academy Report – Mrs. Freireich
    1. The highlights were presented from YAA’s board meeting on October 26, 2021.
  10. York Adams Tax Bureau Report – Mrs. Ciaciulli
    1. No report was provided.
  11. York County School of Technology Report – Mrs. Schroeder
    1. The mini board report was presented for the meeting held on October 28, 2021.
    2. Mrs. Schroeder reported that there will be an open house later this week for 6th graders. Additionally, she shared that the open house for the new gymnasium went well, and she acknowledged the widespread cooperation that was integral to the gym’s construction.
  12. A list of upcoming events was provided.
  13. Mr. Posenau thanked everyone for attending the meeting.
  14. The board meeting and committee meeting schedules were provided.
  15. An opportunity was provided for public comment.
    1. Cathy Shaffer (171 Edgewood Dr) asked about the communication plan for the Future-Focused Planning initiative. Dr. Williams responded that a communications plan will be shared in December or January.
  16. Additional Information
    1. Mrs. Schroeder acknowledged the girls’ volleyball team and the boys’ cross country team for competing at the state level.
