School Closing, Delay, and  Early Dismissal Information

Our primary concern when deciding on remote learning, class delays, or early dismissals is the safety of our students and staff. With that being said, we understand that changes to the regular schedule can be stressful for families. To assist you in planning, we are sharing the following information about expectations for when winter weather causes a change in our regular schedule. 

Communication

Unless there is an announcement, assume school is in session, in-person, as usual. A decision will be made the evening before by 9 p.m. whenever the Superintendent believes there is enough information to warrant a delay or closing the night before. Often, though, conditions are anticipated to change overnight, and the decision is delayed. Morning decisions will typically be announced between 5 a.m. and 6 a.m.

Once a decision has been made, we will use several communication avenues to notify families, students, and staff as quickly as possible.

  • Automated Phone and Text Message System - Notifications will be sent to primary phone numbers and e-mail addresses. A text message will also be sent to parents who have opted-in to the service. If you have not received phone calls or text messages from the District this school year, please contact your child's school to ensure the District has your correct contact information.
  • District Website - Closing information will always be posted on the opening page of the York Suburban School District website.
  • District Social Media – Information will be shared on the District’s X (twitter), facebook, and instagram accounts. You can follow these pages by searching for the account @YorkSuburban. Please note, due to the time needed for our automated system to process email and phone messages, there may be some instances in which the information is available via text and on social media before you receive a call or email from the District.
  • News Outlets - Information will also be shared with local television stations.

Two-Hour Delays and Early Dismissals

During a 2-hour delay, schools will open two hours after normal start times, and buses will run two hours later than normal route times.

If an early dismissal is utilized, a notification will be sent to the primary phone number and email address AND emergency contacts will also be notified via phone and email.

In both instances, we will provide as much advance notice as possible to assist families in planning childcare and to mitigate the impact of lost instructional time for students. However, we strongly encourage families to have a plan in place in advance should a schedule change be necessary.

Switching to Remote Learning

The Pennsylvania Department of Education allows us to use Flexible Instructional Days (FID). This means we can provide instruction remotely during inclement weather when both the District and families have adequate time to prepare for a virtual schedule.

During remote learning days, all classes will begin at 9 a.m., and students will receive approximately one hour for lunch.

Teachers will record attendance based on student participation and completion of their assigned activities. If your child is sick, please follow the regular procedures for absence notification.

The following modified schedules will be used on remote learning days.


Yorkshire and Valley View Elementary

Remote Learning Expectations

Students

  • Students should have their school login information and access to their District Chromebook or a personal device.
  • Students should be prepared for classwork and actively engage in class discussions and activities by attending synchronous sessions (logging in for each class period).
  • Students should complete assignments as assigned within the specific time allotment.
  • Students must adhere to the Acceptable Use Policy.

Families

  • Ensure your student is in attendance and attending synchronous sessions.
  • Ensure your student completes any assigned asynchronous work.
  • Contact your student’s school if they encounter a barrier to remote learning (loss of power, internet, etc.) or are sick and unable to attend remote learning classes.

Answers to Frequently Asked Questions

What is the primary consideration when school is delayed or closed due to weather?
Decisions are based on a variety of conditions. These include ice, snowfall, blowing snow, wind chill, and actual temperature. However, student safety in our buildings and during travel to/from school are the most important factors in the decision to delay or close schools.

  • Buildings - We must ensure buildings have power and the ability to provide heat and light. Buildings are also assessed for damage, such as downed trees, water damage, etc. Parking lots, driveways, and walkways must be safe for drivers and walkers.
  • Travel - We must access whether or not it is safe for buses to navigate their routes, for students to wait at bus stops, and for staff and students to drive or walk to school. We look at this in terms of the morning arrival and afternoon departure.

Who makes the decision to delay or close school?
The Superintendent is responsible for making this decision. Before doing so, he contacts the the Director of Facilities for an assessment of conditions in and around the buildings and Reliance Student Transportation for an assessment of road conditions on the bus routes. The Superintendent may also consult with the National Weather Service, local weather forecasters, area law enforcement, and township managers.

Why are schools sometimes closed before the weather is actually bad?
When bad weather is anticipated, multiple sources are consulted. The District must have confidence that the conditions are safe for bus travel for a full two-hour window to transport students to school and a full two-hour window to transport students home from school. At times, the District must rely on forecasts alone. In that case, multiple sources are consulted, and occasionally, they are wrong.

Why are schools sometimes closed for extreme cold?
Sometimes the temperatures are so extremely low that the safety of students waiting at bus stops and walking to school must be considered. If the safety of students is in jeopardy, a decision to close schools may be made. On the other hand, consideration must also be given to the fact that some students may be warmer at school than at home.

Why could a school be closed due to a power outage?
Student safety is the primary concern. If there is a possibility that heat or electricity will not be available to one or more buildings during the school day, the decision may be made to close schools.

Why are other school districts around the county sometimes closed and York Suburban is not?
Every school district has its unique geographic considerations, and many have more rural bus routes than York Suburban which can be challenging to navigate in bad weather.

Will I get a call after a school closure to notify me that schools are returning to a regular schedule?
No. We reserve the use of district notifications for emergency schedule changes only.

Will the graduation be moved if school is closed due to the weather?
It is unlikely that the District will move the graduation date. The Board and administration recognize that this event is very special and that families plan well in advance for the special event. It would only be in very rare circumstances involving an inordinate number of inclement weather closures throughout the school year that the District may be required to move graduation to ensure students have enough instruction time.
