    1. The following items are being presented for discussion. They will be recommended for approval during the regular monthly meeting scheduled for September 26, 2023.
      1. The Administration recommends Board approval of the extension of the service agreement with ASUS Computer International to compensate the York Suburban School District for performing warranty-related services. The term of this agreement is October 14, 2023 through October 14, 2024. 
      2. The Administration recommends Board approval of the agreement for Academic Tutoring Services with Southwood Psychiatric Hospital for the 2023-24 school year at a rate of $90 per day.
      3. The Administration recommends Board approval of the Letter of Agreement with Pennsylvania Counseling Services, INC. to provide behavioral health services including family and children services, initial screening and referral of clients, outpatient and aftercare services through September 26, 2025.
      4. The Administration recommends Board approval of the agreement with rSchoolToday to provide web-site services at a yearly fee of $1300.00.
      5. The Administration recommends Board approval of the agreement with Huddle Tickets, LLC dba GoFan to provide Digital Tickets and (manage reservations, certificates, admissions, and/or confirmations) that allows Patrons’ attendance at, access to, or participate in, Events as well as purchases of Non-ticketed Items provided by Customer, through the GoFan Solution, a cloud-based technology platform and managed service for the 2023-24 school year.

    Re: York Suburban youth programs

    I am asking you to reconsider the proposal to increase costs for use of the schools facility for our youth programs. So many costs are involved in these programs and when layered with increased costs of field rentals, will make it impossible to keep these programs running. Please look at this decision from a parents/child’s perspective. My son has been involved in both the football and lacrosse youth programs over the past several years and has thrived because of it. He has benefited in every aspect possible: physically, mentally, emotionally, socially, and most importantly has learned life skills that you can only learn from being involved in team sports. Please reconsider your decision for the sake of our children. Thank you for your consideration!

    Just another comment to echo the remarks by Jonathan Stayer. I agree with everything he said and have the same questions…..especially about why it was implemented before being presented to the Board. Please allow for discussion and careful consideration of this agreement.

    DO NOT charge our youth feeder programs a fee to use the school facilities! I’ve never heard of such a ridiculous suggestion! Hundreds of children will be denied the ability to develop mentally and physically, not to mention it will completely erase any semblance of school pride and community involvement. Your high school athletic programs will suffer terribly. Where do you think your athletes come from?

    I would love to know how many school board members actually have children or grandchildren involved in youth sports at York Suburban or are you so far removed and clueless as to the reality of the damage and backlash this would cause?

    I have 3 children at York Suburban and a 4th that is set to start school soon.

    I currently coach football and wrestling for the youth programs.

    I reside at 108 Elmwood Blvd. York 17403.

    I agree with the points made by Jonathan Strayer and was also wondering how much is the annual “platform fee” for Go Huddle. I could not find it on the order form either.

    I am in support of policy 707, although the fee seems a bit steep. I do think a fee would force the youth sports leaders to be more strategic in how practice time gets used and how much practice is *actually* needed for children at that level. Two hour practices three times a week (or more) seems excessive for a middle schooler.

    I would ask the board to carefully consider the agreement with Huddle Tickets/GoFan because it increases athletic ticket prices significantly. Using the standard cash game ticket charges–$5.00 adult, $3.00 senior, $1.00 student–the $1.00 “service charge” amounts to a 20% price increase for adults, 33% for seniors, and 100% for students. If I recall my economics lessons correctly, this is called a regressive levy. Why are we charging more to those who are least able to pay? Other questions about this agreement also should be answered before it is approved:
    1) Why was it implemented before the school board approved it?
    2) How much is the annual “platform fee” charged to the school district? That figure is supposed to appear on the order form, but I didn’t see it there.
    3) What will be the true cost of this system to the district?
    4) Why can’t the transaction fee fluctuate with the price of the ticket, being a percentage of the ticket rather than a flat fee?
    Please note that the new ticket policy posted on the district website still does not indicate that cash will not be accepted for tickets at games.

    As the Board of School Directors proceeds with planning for the grade 3-5 consolidation of East York Elementary, I urge you to consider youth baseball in your design plans. The only baseball field currently in operation at York Suburban School District is the one located at the high school, which has 90-foot bases and is only suitable for boys ages 13 and up. The addition of baseball fields with 60-foot and 70-foot bases would be suitable for use by elementary-age and middle school-age baseball players. York Suburban School District lacks a youth baseball club, largely due in part to the fact that the district does not provide any facilities in which younger boys can play. The investment in baseball fields throughout the district will be beneficial for YSSD youth and for the long-term benefit of the high school baseball team.

    Hello,

    This comment is in relation to the fee proposal for the use of the fields.

    I am a parent of 2 kids that last year discovered a great sport they both love. I must note that if it wasn’t for the help that the lacrosse club provided, with equipment and reduction of the fees, my kids would probably not attended the classes due to financial reasons. The fees charged will ultimately increase the price for the parents, and in times of great inflation, that could mean that the lowest income students will be marginalized from practicing sports. A healthy body leads to a healthy mind, and a healthy mind leads to good grades, being away from electronics and ultimately, to better grades, which directly affects the reputation and rankings of our district. It is in everybody’s best interest to keep the cost of sports as low as possible.

    The YS Youth Sport Clubs are comprised of YS students but they do put extra wear and tear on our buildings/grounds.

    Are the fees for the York Suburban Youth Sports Clubs (Class C) per event? That would be extremely pricey for those clubs.

    What about a one time seasonal use fee for the youth sports clubs? Something way lower than paying for each event.

    As a parent of two children within the district, I often hear about how each building promotes pride in our community. Youth programs that use our district facilities are part of that community. This decision will create division between this community. I encourage you to make the right choice and vote NO on charging these youth programs a ridiculous amount per hour to use OUR school facilities.

    For 19 years, from 2003 until 2022, I served as a volunteer youth coach for baseball, softball, basketball and soccer for various organizations, including SY Basketball Club, SY Softball Club, Spring Garden Township, York Little League and York Youth Soccer. At one point, Spring Garden Township dropped its youth softball program, leaving the York Suburban district without a softball option for its girls. But a group of parents banded together to create one that is still in existence. SYSC battled to keep its program intact because Spring Garden initially imposed exorbitant fees for use of its facilities. If that were the only option, softball would have died in the district years ago. Luckily, YSSD could use district fields for free, helping to keep the program alive. SY Basketball Club has always had the support of the district and it has helped the basketball program flourish.

    Charging these non-profit, youth-based, sports programs — feeder systems or not — seems like a way to bring in much-needed, extra revenue to the district, I appreciate that. But by doing so, the cost will have to be passed on to the participants’ families, which could have a disastrous effect for youth recreation in Suburban. These organizations work on shoestring budgets, keeping registration fees down so that any child that wants to play can participate. Coaches not only give of their time, but many expend personal, financial resources to get through a season, They do it because they believe in the incredible positives of youth athletics: sportsmanship, leadership, camaraderie, character-building. All three of my children played in rec/feeder sports in the area and all three played sports at York Suburban High School.

    These organizations, though not affiliated specifically with the YSSD, directly benefit the district’s students, which make up the vast majority of these rosters. These are not outside groups coming in to use the facilities. These are your students, your parents, working together through extracurricular activities to help provide a positive and impacting outlet for our youth. I implore the board not to disregard the impact it would have on these organizations — and ultimately your students — if they have to pay for facility usage.

    Good Evening, YS Administration, esteemed school board members, and community. Our family wanted to share our thoughts on the proposed policy 707, Use of Facilities and Grounds. While we recognize the difficulty you face in maintaining and improving the facilities for our students with limited funding, we encourage you to find an alternative to passing the cost on to the feeder programs. The feeder programs such as football, cheer, basketball, lacrosse, wrestling, and more are what is building and preparing your athletic program. They are preparing these young students to compete and be quality students. Students who value hard work, time management, leadership, and positive behavior. Research demonstrates that involvement in these programs improves academic outcomes, attendance, and pro-social behaviors. It also builds the school community. These young men and women work their tails off, proudly wear Orange and Black uniforms, and show up as their best selves to represent the YS Community with the Excellence you continue to promote. It impacts the students, the parents, and the larger school community. The youth parents who work the concession stands, chain gang, coach, and volunteer their time are the same parents who will one day partner with your high school boosters to prep meals, raise money, and show up for the PIAA athletes. The proposed cost will crumble these programs. You will feel that impact in your classrooms and hallways. You will see that impact in your attendance, grades, and discipline data collection. I respectfully ask you to reconsider how to raise funds without passing it on to your future athletes and current students. I also would encourage you to come out to a few of the practices and games and see what they are up to and how hard they work, the same way those kids and their parents show up to the high school games to support programming that our kids aren’t even apart of yet because the community is so important to us.

    What reason, if any, is the purpose of proposal to change youth sports usage of practice and sports fields? Requiring an increase in rental fees? Not allowing youth sports to use Trojan Field? These changes are sure to diminish and essentially, END any and ALL youth sports programs.

    Does the school board realize how out of touch this makes York Suburban seem with their community and “feeder” programs? In youth football and cheer alone, you have near 100 participants. This is close to 10% of the high school enrollment from ONE sport only. This doesn’t include lacrosse, wrestling, softball, swimming or any other youth sports ‘associated’ with YSSD.

    Staying with the out of touch theme, does the school board realize how many of the participants need these activities to get a reprieve from their home lives? Many of the kids have zero parental figures at home. Many of these same kids have no life guidance or friends outside of sports. These are the same kids who NEED interaction outside of their home lives. Otherwise, they are lost souls. A life of obesity, troublemaking, disturbance and no goals or aspirations is already implanted. These kids look forward to practicing and coaches look forward to helping these kids become better humans.

    There is sure to be a snowball effect from this as well. All of these kids who will be unable to participate in youth sports after they fold will have a compounding effect on “official” sporting events. Of just the 100 kids I gave examples of above, let’s say you have an average of 1.5 parents in that household. That number is now 250 attendees who will no longer PAY to come to high school events. 250 people who will no longer BUY any snack bar or merchandising items. 250 people who will take their hard earned dollars to neighboring school events. Again, showing how out of touch the school board is.

    The bottom line is and always has been dollars. It doesn’t take the YSSD academic prowess to see how a chain reaction WILL occur. Where are the tax dollars? Aside from lining pockets or mishandling of public funds, they sure aren’t available to everyone in this district. Thanks for your time.
