    6. The Administration recommends Board approval of the overnight field trip request for the boys and girls basketball teams to attend an athletic competition in Pittsburgh, PA, from December 2 – 3, 2023. [Motion; Discussion; Roll Call Vote]   
    7. Patient First donated $1,000 to Yorkshire Elementary School for PBIS incentives for students, to promote positive behavior and social skills.
  4. Business Office Report – Dr. Krauser
    1. The following items are being presented for discussion. They will be recommended for approval during the regular monthly meeting scheduled for November 28, 2023.
      1. The Administration recommends Board approval of the SentinelOne Master Subscription Agreement with SentinelOne, Inc. to provide an endpoint protection solution to reduce the risk of cyber threats against our servers. The term for this agreement will be from 2023-26, with the first year at a zero cost and then $38/server/year for a total $1,330/yr in years 2 & 3. The workstations cost/benefit will be evaluated in the Spring of 2024.
      2. The Administration recommends Board approval of the Real Property Tax Exemption Certificate for parcel #48-000-21-0092.00-00000 under the Pennsylvania State Veterans’ Commission for Real Estate Tax Exemption effective July 1, 2023 with a face amount of $3,569.56.
      3. The Administration recommends Board approval of the Real Property Tax Exemption Certificate for parcel #48-000-23-0116.00-00000 under the Pennsylvania State Veterans’ Commission for Real Estate Tax Exemption effective July 1, 2023 with a face amount of $2,897.10.
      4. The Administration recommends the Board accept the Delp Snow Removal RFP for contracted services of snow removal at an hourly rate of $120 beginning December 1, 2023 through November 30, 2024. 
      5. The Administration recommends Board approval of the Wellspan Sports Medicine and Medical Services Agreement with Wellspan Health to provide medical services, athletic training services, concussion management, student grade level physicals, and medical consultation services for school nurses from July 1, 2023 through June 30, 2026.

      6. The administration recommends the board approve the merger and consolidation of the student organization known as the Green Club into The Greenhouse Club. All the funds currently held by the Green Club will be transferred to The Greenhouse Club’s fund.
      7. The Administration recommends approval of the Mid-Term Contract Addendum with Trane U.S. Inc., to provide preventive maintenance to the High School Chiller from September 1, 2023 through May 30, 2024 at a total cost of $3,192.00.

      1. The Administration recommends the Board approve the Contingency Permanent Agreement with Sunbelt Staffing, LLC to pay a one-time fee of $22,500.00 for the transfer of Tera Hanson, Social Worker, from Sunbelt to York Suburban School District.   [Motion; Discussion; Roll Call Vote]

      1. Employment
        1. Recommend the board accept Daryele Franklin-Matthews, Intensive Learning Support at York Suburban Middle School at $16.00/hr per the YSESPA agreement. This offer is contingent upon the successful completion of the new employee onboarding process. 
        2. Recommend the board accept Christina Hildebrand as a Substitute Paraprofessional for the York Suburban School District, at the substitute rate of $10.00 per hour. Christina is a current YS employee who is transitioning to substitute status; therefore, onboarding is not applicable. 
        3. Recommend the board accept Kyle Hastings, Technology Support Specialist for the York Suburban School District at $19.31/her per the YSESPA agreement. Kyle is a current YS employee who is transitioning from another role and will become effective on November 13, 2023.
        4. Recommend the board accept Tera Hanson, Elementary Social Worker at the York Suburban School District for the 23-24 school year with an annual salary of $73,220, which represents Masters, Step 1, of the YSEA negotiated agreement. This offer is contingent upon the successful completion of the new employee onboarding process. 
      2. Resignations/Retirements 
        1. Recommend the board accept the resignation of Lisa Ferree, part-time Paraprofessional at Yorkshire Elementary School, effective November 10, 2023. 
        2. Recommend the board accept the resignation of Joanna Evans, part-time Paraprofessional at Yorkshire Elementary School, effective November 2, 2023.
        3. Recommend the board accept the resignation of Christina Hildebrand, part-time Paraprofessional at Valley View Elementary, effective October 17th, 2023. 
        4. Recommend the board accept the resignation of Bethany Salaga, Counselor at York Suburban High School, effective December 22, 2023.
        5. Recommend the board accept the resignation of Cathy Butler, Director of Accounting Services at York Suburban School District, effective November 10, 2023.

    1745 Hillock Lane
    My comment pertains to policy 707 on the Agenda. Specifically, number 15 indicates a games of small chance license is required for a silent auction. As confirmed today with the York County Treasurer’s Office, a silent auction is not gambling. Therefore, it would be impossible to obtain a games of small chance license for a silent auction. Bingo however is required to have a games of small chance license as well as specific rules related to equipment allowed.
    Also a number 4 is listed but there is no corresponding wording.

    Spring Garden Township

    The Indian Rock PTO recently received an invoice in the amount of $543.75 from YSSD relating to custodian support for our annual Fall Fest event. When questioned regarding this fee, the board and administration cited policy 707, noting that the Indian Rock PTO is a Class A organization. However, according to both the 2019 policy and the proposed (but not yet board approved) policy, Class A organizations do not have to pay for personnel or rental space.

    Further, to comply with School Administration instructions provided to PTO officers in August, the Indian Rock PTO hired an attendant at a cost of $500 for the inflatable slide rented for Fall Fest. It has come to our attention that this requirement is included in the aforementioned proposed (but not yet approved) policy, and therefore, should not have been required for the event held in October.

    The extra cost for the attendant, combined with the custodian bill, left our PTO with over a $1,000 deficit relating to the event, which even in a good year does not bring in a profit, but is tirelessly organized by volunteers to bring YSSD families together. The total cost of complying with the proposed attendant requirement, along with the custodial fee that does not appear to be clearly stated in the current and/or proposed policies, is over 6% of our total annual budget.

    I am seeking clarity from the board on the classification of organizations and overtime pay in the policy, as well as the necessity of hiring an attendant. It would appear that current practice does not align with policy in these areas.

    I would also request the School Board seriously consider the financial impact these proposed changes will have on organizations like PTOs and Boosters, that support the work of the district, not to mention the morale of the volunteers who pay taxes, donate hours of their own personal time, and then often fund the pto events out of their own pockets in order to ensure that traditions (such as Fall Fest at Indian Rock) which bring our community together, continue.
