      1. The administration recommends that the board approve the educational services contract with LearnWell at the rate of $55.25 per hour of instruction for 10 hours a week.
      2. The Administration recommends Board approval of the Real Property Tax Exemption Certificate for parcel #46-000-05-0060.00-00000 under the Pennsylvania State Veterans’ Commission for Real Estate Tax Exemption effective July 1, 2023, with a face amount of $2,676.59.
    2. The Administration recommends that the board accept Barbacane, Thornton & Company’s proposal to serve as the district’s local auditor for a three-year term beginning with the June 30, 2024 fiscal year. [Motion; Discussion; Roll Call Vote] 
    3. The Administration recommends the Board approve the 2024-25 health insurance premium rates as listed below. These rates reflect a total premium increase of 10.3% for ChoiceBlue. The employee’s contribution for medical insurance will be 10% of the total cost of the medical coverage to the employer. [Motion; Discussion; Roll Call Vote]

Recommend the board approve Yadeliz Peguero Rodriguez, full-time Personal Care Assistant (PCA) at York Suburban Middle School for the 2023-2024 school year, at $13.80/hr as represented in the YSESPA agreement. This offer is contingent upon successful completion of all new hire requirements.

    1. Consent Agenda: The following Property and Finance Committee recommendations are presented to the Board for consideration. [Motion; Discussion; Roll Call Vote]
      1. The Property and Finance Committee recommends the approval of the renewal contract for Whitsons Culinary Group as the Food Service Management Company for the 2024-25 fiscal year.
      2. The Property and Finance Committee recommends the approval of the 2024-25 food service budget, including all planned allocations of $2,273,396. 
      3. The Property and Finance Committee recommends accepting the point of sales platform from Primero Edge at a total cost not to exceed $6,765.00.
      4. The Property and Finance Committee recommends approving a Food Service Administrative Assistant Position funded by the Food Service Fund.

        Today between 9:11am and 12:42pm there seems to have been a policy change. The first couple of written public comments didn’t have the full addresses and then at 12:42pm – it then was switched and became required to have your full address to make public comment. Meaning writing your full address became a required fill in the blank field, along with a new field asking if you are a York Suburban resident or not. I don’t recall that being there before.

        My comment is more of a question. Was there a policy change and if so can you Madam President please clarify and speak to what got changed between 9:11am and 12:42pm today, so the public can know of such changes.

        Also, are such policy changes voted on by the board or can they just be changed or added to on the fly like today seems to have been ?

        I remember when there was a time when stating your township was all that was asked of a person for in-person public comment or written public comment. I personally prefer the township only, due to having had the unfortunate and uncomfortable experience of Mr Richard Robinson, a school board member taking my address after I stated it at various meetings during public comment and then sending me a inappropriate post card attempting to intimidate me. He also did this to another member of the community as well. I think for the protection of YS community members a full address should not be required. I feel that the same is true of you as school board members. I certainly wouldn’t suggest you as board members need to have your home addresses listed on the district website or stated when you speak at school board meetings. So, I ask that you don’t require that of the YS community either. I encourage you all to consider if you would be comfortable stating your home address each time you speak(in person or written ) to announce to everyone where you live ? If your answer is no or you have any hesitation, I ask that you please make a point to respect the privacy of the YS community especially in light of what happen to me and another YS resident when a school board member crossed the line and to more importantly prevent that from happening to someone else in the future.

        Finally, for the benefit of the entire community please take a moment to clarify why there was a sudden change made to the requirements of submitting written public comment today between 9:11 am and 12:42 pm. I think when so many people are confused about the school renovations and the tax implications it’s important to clear up something as easy as this, to show you truly do care about being clear and transparent with the YS community. Thank you in advance and I trust you will make time to clear this up tonight during the meeting. Please also consider an important privacy/safety discussion and change at the next school board meeting, to allow for those making a public comment to only need to state their township of residence verses their full address.

        I would like to see a better break down of the costs involved in the new project. Is there a document that details the cost and not generalize amounts? Also, is there a list of contractors being considered for the work to be completed. If not, will it be made available so the residents can see the choices and the final bid amounts before a vote is cast on who to choose? Will we see alternatives to raising the money for this project? We would also like a more detailed explanation of how the tax increase work and will it be reduced once the project is complete?

        I along with the majority in this district strongly oppose the current plan for the new intermediate building and the closure of Indian Rock Elementary. We have read the boards answers to the most common questions on your website, and it leaves us with more questions than answers. I ask of the board, to have please have a Q&A round table discussion with your taxpayers to openly discuss the actual length of your proposed tax increases and loan schedules. We are hearing conflicting financial numbers that are very concerning and we deserve to know the truth. There are many of us older residents who would lose our homes due to the proposed increase, not to mention the loss of property value. Does the board not care about us older residents??? Please, for the sake of all of us to stay in our homes, rethink this overbearing proposed plan just to keep up with the Jones, Ie Dallastown & Central. We are neither of them, nor do we need to be like them, we are York Suburban!!!!!

        Are there any photos of the I side of the school that you can show all of us that would warrant knocking the entire school down and putting up another one.
        Also parents with 3rd 4th and 5th grade children do not want them on a lengthy bus ride..high schoolers yes grade schoolers no. The traffic from Indian rock area to east york at school bus traveling times would be ridiculously long for those kids.

        Related to the proposed tax increases for the new building and the potential to lease Indian Rock. If the building is to be leased, the current repairs and maintenance will need to be completed in order for the building to be leased. Why not spend the money on the repairs and allow the children to continue to learn in the building instead of over spending for a new unnecessary building? The potential of displacing the older contingent of your constituents is obviously overwhelming and frankly unfair. With the increase of taxes not only will the value of homes in the district decrease but potential home buyers will begin looking at other school districts that are more affordable. I propose maintaining the current buildings and concentrate your efforts on our teachers to keep them motivated and striving for the excellence that our district has embodied through the years.
