    Call to Order – Mr. Posenau, Board President

    1. Pledge of Allegiance to the Flag 

      Mr. Posenau called the meeting to order with the Pledge of Allegiance to the Flag.

    2. Roll Call 

      Members present – Ellen Freireich, John Posenau, Richard Robinson, James Sanders, Steve Scalet, Joel Sears, Steven Sullivan, Michael Thoman

      Members not present – Lois Ann Schroeder, Sophia Guyer (Student Representative)

      Mr. Posenau reported above.

    4. Public Comment. All comments and questions will be addressed to the President. Board and staff members will not normally respond to comments or questions during the meeting unless recognized by the President for this purpose. Comments will be limited, at the discretion of the President, to five minutes or less.

      An opportunity was provided for public comment. There was none at this time.

    5. (*) Discussion and Action on Board Minutes. Approval of the Minutes of the Regular Monthly Meeting of January 27, 2020.  [Approval as submitted/corrected]

      The minutes were approved as submitted.

  2. Board President’s Report – Mr. Posenau
    Item recommended for approval on February 24:
    Adoption of the Resolution for Charter Funding Reform.

    Board members were asked to review the resolution and a discussion will occur on February 24.

  3. Superintendent’s Report – Dr. Williams
    1. State of the District Report

      Dr. Williams reviewed the above information and engaged the Board with discussion throughout the report.

    2. Reports from Administrators

      Dr. Adams, High School Assistant Principal, reported that preparations have begun for the next school year with Dr. Ellis at the middle school talking with the 8th grade students on February 10 to discuss the transition to the high school and course selection starting for high school students. The District entered into a partnership with the University of Pittsburgh for College in the High School for World Language classes. The program is going well, students are gaining college experience and economical college credit. The World Language National Honor Society Induction is scheduled for March 10. New for this year is senior/teacher recognition night that connects a student with one of their teachers for recognition. The Science Olympiad and MiniThon are coming up. MiniThon is February 21 and 22 and is a really special night where all the students come together along with many chaperones. The Musical, “Bye Bye Birdie”, is scheduled on March 6 and 7 with over 75 students taking part in this activity.

      Mr. Sullivan commented that seven high school students are taking part in the District Band concert on February 15.

    3. Trends in Design and Build of School Construction Projects Presentation by Crabtree, Rohrbaugh & Associates

      Seth Wentz, and team members, John Beddia, and M.E Rowe provided information and engaged the Board with discussion.

  4. Business Office Report – Mrs. Ciaciulli
    1. Items recommended for approval on February 24:
      1. Property and Finance Committee recommendations:
        1. The Administration recommends the Board authorize Crabtree, Rohrbaugh & Associates to advertise and solicit bids for the removal of the High School Natatorium Ceiling.

          Mrs. Ciaciulli reported above. 

          A discussion took place about no estimated cost being available at this time.

        2. The Administration recommends Board approval of the 2020-21 health insurance premium rates as per the bargaining agreement to reflect an increase in health care costs.
          1. Individual        $  548.26
          2. 2-Party            $1,315.82
          3. Family             $1,546.97

            Mrs. Ciaciulli reported above. 

            A discussion continued about the rates being a monthly cost and an increase of 7.03%. 

      2. The Administration recommends Board approval of the two-year Amendment to the Child Care Agreement with Hildebrandt Learning Centers, LLC (a subsidiary of Bright Horizons Children’s Centers LLC) from July 1, 2020 through June 30, 2022. The programs covered by this agreement are before/after school care and full-day preschool program.

        Mrs. Ciaciulli reported above, added profit sharing increased from 40% to 45%, and this money will be reinvested in the program for scholarships.

      3. The Administration recommends Board approval of the proposed York Adams Academy 2020-21 General Operation Budget. The budget will increase in expenditures by $39,871 compared to 2019-20 and includes a 3% increase for salaries. Our membership fee per seat will increase by $100 for 2020-21. The District’s projected cost is $51,600 for 12 seats.

        Mrs. Ciaciulli reported above. The increase is an additional $100 for a seat.

        A discussion continued about extra seats for next year.

      4. The Administration recommends Board approval of the proposed Lincoln Intermediate Unit 2020-21 General Operating Budget. This budget represents a $6,809.06 decrease to the District from the 2019-20 budget contribution of $22,531.83. Our contribution for next year is $15,722.77.

      5. The Administration recommends the Board authorize Crabtree, Rohrbaugh, & Associates to advertise and solicit bids for the following projects:
        1. Door Replacement and Security Upgrades to York Suburban Middle School, East York Elementary, and Indian Rock Elementary
        2. Music Suite Renovations to York Suburban Middle School
        3.  21st Century Media Center and Maker Space at the York Suburban High School
        4. Additional MEP Projects
          1. High School Circulation pumps, drives, and steam condensate
          2. Valley View Roof Top Units (RTU)
          3. Middle School Water Heaters
          4. Middle School Air Handling Units (AHU)

            A discussion continued about the bidding process for Phase 1 and Phase 2.

      Colonial Manor Nursing – $38.20 for Valley View Elementary Field Trips

    Miss Guyer was not in attendance this evening.

      Best wishes were extended to Natalie Hasenfuss.

      1. Retirement
        Recommend the retirement of Natalie Hasenfuss, Director of Pupil Personnel, effective on December 31, 2020. Ms. Hasenfuss is retiring after having served 35 years in education, 12.5 with York Suburban School District.

      Mr. Sears reported above. An apology was made for the length of recent committee meeting and attempts will be made to try to manage future agendas. A summary of the February 5 committee meeting was provided. The next meeting is March 11 at 5:00 PM.
