  2. Board President’s Report – Mr. Posenau
    1. The Board met in Executive Session at 6:30 p.m. on November 7, 2022, for the purpose of discussing personnel as permitted by Section 707 of the Sunshine Act. No official action was taken.

    2. Donations:
      1. The TSA student activity club received a $1000 grant from The Engineering Society of York to host the York County Punkin’ Chunkin’ championships. The grant was used to pay for supplies related to running the event, and all remaining money will be divided between participating schools to help reimburse building supplies. 
      2. The TSA student activity club received a donation from Precision Custom Components, LLC for $250.
      3. Patient First donated $1,000 to Yorkshire Elementary School as a “Partnership Donation.”
  4. Business Office Report – Mrs. Ciaciulli
    1. The following items are being presented for discussion. They will be recommended for approval during the regular monthly meeting scheduled for November 28, 2022.
      1. The Administration recommends the Board adopt the resolution to authorize the waiver of additional charges for the late payment of real estate taxes in certain circumstances to comply with ACT 57 or 2022. 
      2. The Administration recommends approval of the educational services agreement with Specialized Education of Pennsylvania, Inc. dba High Road School of Southern York to provide extended school year services to student A. The term of this agreement is from May 9, 2022, to July 28, 2022. The rate per day is $128.
      3. The Administration recommends Board approval of the updated 2022-23 bus/van driver listing. 
      4. The Administration recommends Board approval of the Top Youth Speakers Agreement to conduct one 60-minute assembly for grades 6-8 students on February 2, 2023. The fee is $4,900 and will be funded through the ESSERS III Grant.  
      5. The Administration recommends Board approval of the 2022-23 IDEA-B Pass-Through Funds Agreement with the Lincoln Intermediate Unit 12. These funds must be used to supplement the provision of special education and related services for eligible school-aged students. The total 2022-23 allocation is $583,582.33. This is an increase of $4,904.81 over 2021-22.
      6. The Administration recommends Board approval for the 2022-23 IDEA-Section 619 Pass Through Funds Agreement with Lincoln Intermediate Unit 12. These funds must be used to support kindergarten-eligible children, either receiving special education services through the LEA or remaining an extra year in Early Intervention (Act 30). The total 2022-23 allocation is $4,860.00. 
      7. The Administration recommends Board approval of the Affiliation Agreement between York Suburban School District and Elizabethtown College. 
      8. The Administration recommends Board approval of the 2023-24 Budget Timeline as presented. 
      9. The Administration recommends the Board adopt the resolution certifying the tax rate for the 2023-24 budget will not have a tax increase that exceeds the index of 5.0%
      10. The Administration recommends Board appoint Leah Pritchett as the primary delegate and Kathy Ciaciulli as the alternate delegate of the YATB delegates. 
      11. The Administration recommends Board approval of the Memorandum of Understanding with Allegheny Intermediate Unit for telephone voice interpretation services with TransPerfect Remote Interpreting for an annual fee of $120. Actual usage costs are at a rate not to exceed $.95 per minute for all languages. There is a .5 cent increase from the prior year. 
      12. The Administration recommends the Board authorize the business office to participate in the Lincoln Intermediate Unit Purchasing Consortium for the 2023-2024 general, classroom, custodial, art, and copy paper bids.

    I understand the board is considering adding a long term substitute for third grade at Indian Rock. I believe the students and teachers absolutely would benefit from this. The class sizes are way too large. However, I am disappointed that a 3rd grade long term substitute was not found prior to the beginning of the school year. The district knew there were five 2nd grade classrooms at Valley View and knew the needs of those particular students. The district also knew that one of the third grade teachers was going to be on leave for the 2022-2023 school year. I believe the long term substitute should have been approved then because now our children will need to adjust to a new teacher and new classmates after the year is already well underway. This class of young learners has already been through so much in their short schooling careers. Is there a plan for next year when these particular students are in 4th grade? As of now there are only four 4th grade classrooms at IR.

    My son is in third grade at Indian Rock and has 27-30 kids in his class at any given time. Clearly this number of students is not conducive to an optimal learning/teaching experience and something must be done. We moved into YSSD for its reputation for smaller class sizes and are disappointed to see it slipping away.

    While I am in support of hiring a long term sub immediately, I do have concerns about how this process is implemented. I am confused as to why this wasn’t something that was addressed and planned for prior to the start of the school year.

    I am very disappointed in the increasing size of our elementary school classes. My 5th grade student currently has 27 students in his classroom. We specifically moved to YSSD for the small class sizes and spectacular reputation. These large class sizes are setting our students and wonderful teachers up for failure as differentiation of instruction is extremely difficult. Please address this concern with urgency.

    York Suburban has always prided themselves on “community” schools and small class sizes. Over the past few years, these priorities have shifted, and my son is currently in the 3rd grade with 26 other students in his class. At one point they had 29 students total. While I understand many things have changed due to covid, we sought out YSSD for small class sizes, among other things. Our teachers are fantastic and I know are always striving to do their best for every student, but if the funds are available, I strongly encourage the administration to hire a long term sub atleast in the short term, and then additional teachers for next year. Class sizes above 25 have never been our standard practice and we should strive to do anything possible to continue that in our present time and for years to come.

    I would like to express my support for the addition of a long-term substitute at Indian Rock Elementary School for the remainder of the 2022-2023 school year. My son is currently a third grader and his class size has only increased since the start of school (last I checked there were 29 students). In my opinion, having 29 students in one classroom far too many for one teacher to handle. The third-grade teachers at Indian Rock are fantastic, but they are only human and to expect them to bear this burden is unfair. It is also not fair to our current third grade students who only had in-school learning through March of their kindergarten year and then in pieces of their first-grade year. These are formative grade levels and the worst thing we can do at this point is keep them in class sizes so large that individualized learning is challenged. In addition, there were five 2nd grade classes last year at Valley View. I’m not sure how it was decided that only four classes would be adequate for 2022-2023, but what is the plan for next year? As much as I hate the idea of making the kids start all over with a new teacher and a new class mid-year, I don’t think it is favorable for anyone to start a precedent that 30 kids per classroom is good practice. It is certainly not what I expect from York Suburban School District. Thank you!

    I would like to speak in favor of hiring a long-term substitute teacher for Indian Rock Elementary. The class sizes for our 3rd and 4th-grade classes are too large. We have wonderful teachers at Indian Rock, but with almost 30 kids in each class, it is too much for any one teacher. Please consider funding additional teachers for Indian Rock permanently. Next year we will have the same concerns if we only have 4 teachers in both 3rd and 4th grade. We need at least 5 classes in each grade.
