Below is an update from the Planning Committee meeting held on January 9, 2023. The meeting was conducted in the Ronald H. Provard Education Center. For additional information, please reference the school board website or the full video of the meeting.

  1. General Business – Mrs. Schroeder, Board President
    1. Mrs. Schroeder called the meeting to order with the Pledge of Allegiance to the Flag.
    2. Board Members’ Roll Call
      1. Present: Lois Ann Schroeder, John Posenau, Joel Sears. Ellen Freireich, Richard Robinson, Steven Sullivan, Pinal Desai.
      2. Absent: James Sanders, Michael Thoman
    3. An opportunity was provided for public comments.
      1. One public comment was submitted electronically.  
      2. No in-person comments were made. 
    4. Approval of Minutes
      1. The minutes were approved for the regular monthly meeting conducted on December 19, 2022.
  2. Board President’s Report – Mrs. Schroeder
    1. No report was provided.
  3. Superintendent’s Report – Dr. Krauser
    1. Dr. Krauser recognized and provided information on School Directors Recognition Month. 
    2. Administrative reports
      1. Dr. Gulley provided recognition of the YS Board of School Directors. Six Indian Rock students were present to share words of appreciation and distribute cards and gifts to the YS School Directors.    
  4. Business Office Report – Mrs. Ciaciulli
    1. The following items were presented for discussion. They will be recommended for approval during the regular monthly meeting scheduled for January 23, 2023.
    2. The Administration recommends the Board approve Crabtree Rohrbaugh & Associations and Moore Engineering Company to provide Architectural, HVAC Engineering, Electrical Engineering, and Construction Administration services for the 2023 and 2024 capital improvement projects in amounts not exceeding $ 189,000.
    3. The Administration requests board authorization to work with Crabtree Rohrbaugh and Associates on soliciting and advertising bids for the YSHS Stage Rigging replacement project. 
      1. Seth Wentz, Crabtree& Rohrbaugh, provided information about the current house and stage lighting. He recommended that the lighting be updated at the same time as the Stage Rigging Project. 
      2. A discussion ensued and the Board agreed to amend this agenda item to include both lighting and rigging. 
    4. The Administration recommends the Board appoint Kathy Ciaciulli as the YCTB Delegate. 
    5. The Administration, in accordance with board policy, recommends the Board approve the 2023 IRS mileage reimbursement rate at 65.5 cents per mile effective January 1, 2023. 
    6. The Administration recommends the Board approve the Educational Services Agreement with Pyramid Healthcare, INC., d/b/a Soaring Heights School to provide special education services through July 31, 2023. The rate of tuition is $225.00 per day, and for students who require Autism Support Services is $330 per day.
  5. Student Board Representative Report 
    1. Ms. Soares provided information on the following items:
      1. Mini-Thon
      2. The Science National Honor Society is hosting a science night for elementary schools on January 24, 2023.
  6. Committee Reports
    1. Personnel Committee Report – Mr. Robinson
      1. Consent Agenda: The following Personnel items were presented to the Board for consideration. Motions were made to approve the consent agenda. (1-Robinson, 2-Posenau)
        1. Employment
          1. Recommend the Board approve Felicia Stanley, Human Resource Manager, effective February 13, 2023, at $ 80,000 and benefits according to the Supervisors and Confidential Employees Compensation plan. 
        2. Resignations/Retirements
          1. Recommend the Board accept the retirement of Cindy Eifert, teacher at York Suburban Middle School, effective at the conclusion of the 2022-23 school year. Mrs. Eifert is retiring after serving 35 years in public education, of which 30 years have been at York Suburban SD.  
        3. Volunteers 
          1. Recommend the Board approve the following volunteers as presented: 
            1. Kelly Ann Santoro
            2. Sean Wolfe
            3. Forrest Yingling
            4. Lyla Overmiller 
            5. Myra Smoker 
            6. Emily Allen 
            7. Elizabeth Lewis-Simon
            8. Frederick Johns Gard 
        4. Substitutes: 
          1. Recommend the Board approve Jacqueline DiLiberti as a paraprofessional substitute, pending clearances and onboarding paperwork receipt.
          2. Recommend the Board approve the following STS substitutes as presented: 
            1. Mackenzie Brose 
            2. Silva Maria Benson
            3. Bridget IfKovits
            4. Mari-Christine Scott
            5. Catherine Bluett
            6. Rachael Elizabeth Stuart
            7. Lindsay Rose Shaffer

        5. Reliance Drivers
          1. Recommend the Board approve the following van/bus drivers for Reliance Transportation as presented: 
            1. Kenneth Troup
  7. Legislative Update – Mr. Robinson
    1. Mr. Robinson provided updates about the following topics.
      1. December 20, 2022 Zoom meeting with Representatives Wendy Fink and Joseph D’Orsie.
      2. David Argall is Chair of the Senate Education Committee.
      3. The lawsuit regarding PA School Funding, which began in 2014 is still pending.
      4. PA House of Representatives elected an independent speaker.   
  8. Lincoln Intermediate Unit Report – Mrs. Freireich
    1. The highlights were presented from the meeting held on January 3, 2023.
    2. LIU Joint Operating Authority Report – Mrs. Freireich
      1. Met in person at the York Learning Center.
      2. Discussed the State of the Facility 
  9. York Adams Academy Report – Mrs. Freireich
    1. All 15 YS seats are full.
    2. Currently working on the budget.
  10. York Adams Tax Bureau Report – Mrs. Ciaciulli
    1. No report was provided.
  11. York County School of Technology Report – Mrs. Schroeder
    1. No report was provided.
  12. Mrs. Schroeder thanked everyone for attending the meeting.
  13. A list of upcoming events was provided.
  14. The board meeting and committee meeting schedules were provided.
  15. An opportunity was provided for public comment.
