    Call to Order – Mr. Posenau, Board President

    1. Pledge of Allegiance to the Flag

      Mr. Posenau called the meeting to order with the Pledge of Allegiance to the Flag.

    2. Roll Call

      Members present – Ellen Freireich, John Posenau, Richard Robinson, James Sanders, Lois Ann Schroeder, Joel Sears, Michael Thoman and Kenneth Watts

      Members not present – Steve Scalet, Lauren Guyer (Student Representative)

    3. A reminder to please silence your cell phone during the meeting.

      Mr. Posenau reported above.

    4. Public Comment. All comments and questions will be addressed to the President. Board and staff members will not normally respond to comments or questions during the meeting unless recognized by the President for this purpose. Comments will be limited, at the discretion of the President, to five minutes or less.

      An opportunity was provided for public comment.

      James Ballon – currently living outside of the District and building a home in the District to be completed this year, would like children to start at YS, the financial figures provided are more than it would be to pay taxes.

      Dr. Williams asked Mr. Ballon to contact Wendy and schedule an appointment to meet to discuss. The Board policy would be consulted how to proceed with this request.

  2. Board President’s Report – Mr. Posenau
    The Board met prior to this meeting in Executive Session as permitted by Section 707 of the Sunshine Act for the purpose of discussing matters of personnel. No official action was taken.

  3. Superintendent’s Report – Dr. Williams
    Reports from Administrators

    Dr. Krauser, Middle School Principal, provided a report on Summer School at the Middle School.

    Dr. Monos, Valley View Elementary Principal reported the first PTO meeting was held with the officers.

  4. Business Office Report – Ms. Mason
    1. (*) The Administration recommends Board approval of the 2018-19 Bus Routes and the Bus/Van Driver list. [Motion; Discussion; Roll Call Vote]

      Ms. Mason reported above.

      Motion, Sears, Second, Robinson; Approval.

      A discussion continued about the placement of bus stops on bus routes.

      Roll Call Vote, all present, yes, except Thoman, no. Motion carried 7-1.

      A discussion took place about vans transporting alternative education students.

      Approximately 100 parents opted out of transportation for their children.

    2. Items recommended for approval on August 20, 2018.
      1. The Administration recommends Board approval of the contracts with FnP Productions totaling $8,250 for various audio and music services for the following events: Movie Night – August 31, 2018 ($550); Homecoming Dance – September 29, 2018 ($2,200); SnoCo Dance – January 19, 2019 ($2,200); MiniThon – February 22-23, 2019 ($3,300).

        Ms. Mason reported above.

      2. The Administration recommends Board approval of the Resolution identifying and authorizing the Superintendent to sign electronic agreements with the PA Department of Education (PDE).

        Ms. Mason reported above and said that this is a new recommendation from PDE and it is more of a federal guideline to PDE.

      3. The Administration recommends Board approval of the following agreements with Executive Coach, Inc totaling $18,450:
        Wednesday, October 24, 2018, to take the 11th grade College Prep English to Manhattan, New York to the Gershwin Theatre to see Wicked for a cost of $9,200 for 4 buses
        Wednesday, November 7, 2018, to take the 11th and 12th grade Honors English to Manhattan, New York to see Dear Evan Hansen for a cost of $4,600 for 2 buses
        Wednesday, December 12, 2018, to take 10th and 11th grade General English to Manhattan, New York to the Shubert Theatre to see To Kill a Mockingbird for a cost of $4,650 for 2 buses

      4. The Administration recommends Board approval of the Resolution that supports maintaining the collection of the Earned Income Tax at the County level as authorized by Act 32 and opposed to a statewide Earned Income Tax collection by the Commonwealth of Pennsylvania.

        A discussion took place about preference to keep local tax collection with the York Adams Tax Bureau.

    Miss Guyer was not in attendance this evening.

    2. Personnel Committee Report – Mr. Robinson
      1. (*) The Administration recommends Board approval of an increase in the substitute aide hourly rate from $9.55 to $9.90 effective for the 2018-2019 school year.

        A discussion took place about the difficulty to find substitute aides and the use of personnel and Administrators when substitutes are not secured.

        Dr. Ketterman introduced Maranda King in attendance this evening.

        A suggestion was made to include Administrative Non-Classified Evaluation and Compensation Plan on new hires such as Student and Family Services Coordinator this evening.

          Recommend Board approval of the request of Amber Krzanowski, Special Education Teacher at the High School, for an FMLA leave of absence starting on or about September 4, 2018, through approximately November 14, 2018.

          Notification to the Board of the transfer of Tac Thomas, Technology Education Teacher at the High School, to the position of Computer Science Teacher at the Middle School.
