    1. General Business – Mr. Posenau, Board President
      1. Mr. Posenau called the meeting to order with the Pledge of Allegiance to the Flag.
      2. Board Members’ Roll Call
        1. Present: Ellen Freireich, John Posenau, Richard Robinson, James Sanders, Steven Scalet, Lois Ann Schroeder, Joel Sears, Steven Sullivan, Michael Thoman
        2. Absent: None
      3. An opportunity was provided for public comments.
        1. No public comments were made.
      4. The minutes were approved for the meeting held on September 27, 2021.
    2. Board President’s Report – Mr. Posenau
      1. Process Formalization for the Electronic Submission of Public Comments
        1. Mr. Posenau reported that an online form will be offered to individuals who wish to electronically submit public comments for future meetings of the whole board. Once submitted, the comments will be automatically shared with all members of the board. In-person public comments will still be encouraged.
    3. Superintendent’s Report – Dr. Williams
      1. Future-Focused Planning Report
        1. Dr. Krauser and representatives from Crabtree, Rohrbaugh & Associates presented information about option #1 of the facility study.
      2. Reports from Administrators
        1. Dr. Ellis provided updates about events at the high school, including juniors taking the PSAT, the Junior Achievement STEM Summit, and postseason athletics play.
        2. Dr. Fuhrman provided updates from East York Elementary School, including upcoming activities focused on mutual respect and acceptance.
    4. Business Office Report – Mrs. Ciaciulli
      1. The Board unanimously approved the educational services contract with LearnWell at the rate of $48.50 per hour of instruction. (1st – Sears, 2nd – Freireich)
      2. The Board unanimously approved the addendum to the Sunbelt Service contract to acquire a Licensed Practical Nurse at the per hour rate of $60.00 at 7 hours per day for the remainder of the 2021-22 school year. (1st –Robinson, 2nd – Freireich)
      3. The Board unanimously approved the quote for $8,199.22 from M.E. Michael for the equipment purchase of 10 cast iron sections and the quote from Industrial Combustion Speciality Inc. for installing the cast iron sections of the Middle School Boiler at a cost of $15,450.00. The total project amount is $23,649.22 and will be funded through the Capital Projects Fund. (1st – Sears, 2nd – Freireich)

        1. COVID-19 Federal Grants Presentation
          1. Mrs. Ciaciulli provided information about the various COVID-19 pandemic grants and the expenditures associated with each.
        2. Middle School Boiler
          1. No additional information was given. Mrs. Ciaciulli covered the boiler updates during a prior agenda item.
    5. Student Board Representative Report – Neave Casey
      1. Ms. Casey was not in attendance; no report was given.
  • Committee Reports
    1. Personnel Committee Report – Mr. Robinson
      1. The minutes from the meetings on June 2, 2021, and August 2, 2021, were presented.
      2. The Board unanimously approved the following as part of a consent agenda. (1st – Robinson, 2nd – Freireich)
        1. Employment
          1. Recommend the appointment of Melissa Eicholtz, as a full-time 2nd shift Lead Custodian at York Suburban High School, effective October 13, 2021, at an hourly rate of $16.13 plus a $.35 shift differential with benefits in accordance with the Custodian Compensation Plan.
          2. Recommend the appointment of Ethan Nosoff, as a Substitute Custodian, effective October 12, 2021, at an hourly rate of $14.00 in accordance with the 2021-22 Substitute Rates.
          3. Recommend the appointment of Jamie Schraudner, pending the receipt of all clearances, as Guidance Counselor at Yorkshire Elementary School, with an annual starting salary of $71,520, representing Masters Step 3 of the 2021-22 York Suburban Education Association Collective Bargaining Agreement. The effective date is to be determined.
        2. Extracurricular Appointments
          1. Recommend the Board amend the August 9, 2021 approval to reflect the following updates.
            1. Salary correction: MS Musical Director, Amy Intrieri and Molly McAuliffe – $2,978.00
          2. Recommend the Board amend the August 31, 2020 approval to reflect the following missing assignments.
            1. MS Musical Director, Amy Intrieri 50% and Molly McAuliffe 50% – $2,978.00
            2. MS Musical Choreographer, Molly McAuliffe – $1,338.00
            3. MS Musical Set Design & Construction, Steven Weinrich – $1,227.00
            4. MS Musical Choral Director, Amy Intrieri  – $2,235.00
          3. Recommend the approval of the following Elementary Advisor appointments.

        5. Leaves of Absence
          1. Recommend the approval of the following leaves of absence.
            1. Recommend the approval of the FMLA request for Daniel VanHouwe, Teacher, effective October 13, 2021, through January 10, 2022.
            2. Recommend the approval of the FMLA request for Jordyn Beck, Teacher, effective on or around January 4th, 2022 for maternity leave.
        6. Recommend the Board approve the creation of a 7-hour paraprofessional/PCA position for Yorkshire Elementary School
      3. Support Staff Contract
        1. The Board unanimously approved the agreement with YSESPA (1st – Freireich, 2nd – Sullivan). The final agreement between the Board of School Directors of the York Suburban School District and the York Suburban Education Support Personnel Association is for a three-year period beginning July 1, 2021, and lasting through June 30, 2024. The agreement includes hourly salary increases in each of the three years as well as concessions in healthcare benefits as outlined below.
          1. School District will contribute a percentage toward the deductibles for three years as follows.
            1. Year 1: 100% toward deductibles of $1,500 for a single member or $3,000 for a family 
            2. Year 2:  85% toward deductibles of $1,500 for a single member or $3,000 for a family 
            3. Year 3:  85% toward deductibles of $1,500 for a single member or $3,000 for a family 
          2. Employee contribution of 10% of the total cost of the medical and dental insurance. Part-time employees who have been grandfathered into the plan will continue to pay the additional percentage of the premium share.
          3. Spousal optional coverage remains at a $150/month premium cost.

      4. Personnel Committee Report – October 4, 2021
        1. Mr. Robinson shared the following items, which were discussed at the Personnel Committee meeting on October 4, 2021. These items will be voted on during the meeting scheduled for October 25, 2021.
          1. Recommend the Board approve the creation of a School Psychologist position and approval of the job description.  
          2. Recommend the Board approve the elimination of a 5-hour, part-time Custodian position effective October 11, 2021. 
          3. Recommend the Board approve the creation of a full-time Custodian position effective October 11, 2021.

    1. Mr. Robinson reported that Advocacy Day is occurring this week. He also provided updates on House Bills 1254 and 1332.

    1. The highlights were presented for the LIU Board meeting on October 5, 2021.

  9. An opportunity was provided for public comment.
    1. Sarah Reinecker (1101 Farquhar Drive) provided an update on the invites extended by the York Suburban Education Association (YSEA) to the six York Suburban School Board candidates running in the upcoming election. Each candidate was offered the opportunity to engage with YSEA’s members.
    2. Mr. Sanders responded to Mrs. Reinecker by sharing that he did not receive the aforementioned invites.
