    1. General Business – Mr. Posenau, Board President
      1. Mr. Posenau called the meeting to order with the Pledge of Allegiance to the Flag.
      2. Board Members’ Roll Call
        1. Present: Ellen Freireich, John Posenau, Richard Robinson, James Sanders, Steven Scalet, Lois Ann Schroeder, Joel Sears, Steven Sullivan, Michael Thoman
        2. Absent: None
      3. An opportunity was provided for public comments.
        1. One public comment was submitted electronically.
      4. The minutes were approved for the meeting held on October 11, 2021.
    2. Treasurer’s Report – Mr. Sears
      1. Mr. Sears provided updated balances for several key funds.
      2. The following financial reports for September 2021 were unanimously approved by the Board as part of a consent agenda. (1st – Sears, 2nd – Robinson)

    3. Board President’s Report – Mr. Posenau
      1. Mr. Posenau reported that the Board met in Executive Session on October 11, 2021, at 6:00 p.m. as permitted by Section 707 of the Sunshine Act for the purpose of labor negotiations and personnel. No official action was taken. Additionally, the Board met in Executive Session on October 25, 2021, at 6:30 p.m. as permitted by Section 707 of the Sunshine Act for the purpose of discussing personnel matters. No official action was taken. 
    4. Superintendent’s Report – Dr. Williams
      1. Dr. Williams presented the Superintendent’s Report.
      2. Dr. Krauser and representatives of Crabtree, Rohrbaugh & Associates gave a presentation on behalf of the Future-Focused Planning Committee.
    5. Business Office Report – Mrs. Ciaciulli
      1. Mrs. Ciaciulli provided the following recognition and informational reports.
        1. Donations
          1. Thank you to Mrs. Kottcamp for donating office supplies to Indian Rock Elementary School in the amount of $125.00.
          2. Thank you to Patient First for donating general supplies to Yorkshire Elementary School in the amount of $1,000.00.
        2. Food Service Dining Report and Sales Report
    6. Student Board Representative Report – Neave Casey
      1. Ms. Casey shared information about the trick-or-treat event held at the high school, an upcoming Mini-THON event, and upcoming theatre performances.
    7. Committee Reports
      1. Personnel Committee Report – Mr. Robinson
      2. The Board unanimously approved the following as part of a consent agenda. (1st – Robinson, 2nd – Schroeder)
        1. Recommend the Board approve the creation of a School Psychologist position and approve the job description.
        2. Recommend the Board approve the elimination of a 5-hour, part-time Custodian position effective October 11, 2021.
        3. Recommend the Board approve the creation of a full-time Custodian position effective October 11, 2021.
        4. Employment
          1. Recommend the Board accept the appointment of Sarah Rowe as Guidance Administrative Assistant at York Suburban Middle School, effective October 26, 2021, with an hourly rate of $15.72.
        5. Transfers
          1. Recommend the Board approve the transfer of Katelyn Hall from Gifted Teacher at East York Elementary to Gifted Teacher at York Suburban Middle School effective, January 13th, 2022.
        6. Terminations, Resignations, and Retirements
          1. Recommend the Board accept the resignation of Jordan Hoke, Coordinator of Childing Accounting, Transportation and Central Registration, effective October 22, 2021.
          2. Recommend the Board accept the resignation of LaDawn Huber, High School Guidance Administrative Assistant, effective November 1, 2021.
          3. Recommend the Board accept the resignation of Kelly Martin, Paraprofessional at Indian Rock Elementary, effective January 7, 2022.
        7. Extracurricular
          1. Recommend the Board accept the following appointments:
            1. Miranda King – Head Boys/Girls Swimming Coach effective October 13, 2021, with a salary of $6,634 representing Tier 1, Step 3 of the Extracurricular salary schedule.
        8. Volunteers
          1. Recommend the approval of the following volunteers:

          3. Recommend the approval of the Extended Leave request for Tac Thomas, Teacher at York Suburban Middle School, effective December 2, 2021, through January 17, 2021.
          4. Recommend the approval of FMLA request for Todd Monos, Principal at Valley View Elementary, effective October 25, 2021 through December, 14,2021.

    8. Legislative Update
      1. Mr. Robinson reported the following.
        1. Advocacy Day is complete.
        2. Local board members met with representatives from the offices of Rep. Chris Gebhard and Rep. Kristin Phillips-Hill to discuss timely topics related to education and school districts.
        3. Hearings will be held this week in Harrisburg about charter reform.
        4. Updates were provided for Senate Bills 224, 603, and 786.
        5. Updates were provided for House Bill 332.
    9. Delegate Assembly & PSBA Annual Conference
      1. Mrs. Freireich provided an update about her experiences at the aforementioned assembly and conference.
    10. Lincoln Intermediate Unit Report – Mrs. Freirich
      1. LIU Joint Operating Authority Report
        1. No report was provided.
    11. York Adams Academy Report – Mrs. Freireich
      1. Mrs. Freireich reported that Dr. Joseph Mancuso from Eastern York School District will be welcomed as the new superintendent of record.
    12. York Adams Tax Bureau Report – Mrs. Ciaciulli
      1. No report was provided.
    13. York County School of Technology Report – Mrs. Schroeder
      1. No report was provided.
    14. A list of upcoming events was provided.
    15. Mr. Posenau thanked everyone for attending the meeting.
    16. The board meeting and committee meeting schedules were provided.
    17. An opportunity was provided for public comment.
      1. Sarah Reinecker (1101 Farquhar Drive) asked questions about community involvement relative to the Future-Focused Planning process. Mr. Posenau and Dr. Williams responded.
      2. Seth Wentz (712 Greendale Road) provided a distinction between a broader study and a specific building.
